Dear all,

Please note that there are two crime incidents reported today.

1, In first incident in Jalang Bungor 1, one or two intruders climbed over the fence of a house at 6 am morning and took away the bicycle from the intermediate house. The house owner was awake. A police report being lodged.

2. The second incident just 1 hour before, 2 guys in motor came to a corner semi de house in jln Kiara 13 and took away the tool boxes of the contract workers working there.

Even though it seems to be minor in nature, we the residents have to be alert to prevent these bad guys to come inside our residents area.

Please pass the message to others so that we can be proactive during the upcoming holidays.

BBRAeNEWS No.404 - Security Dialog among Kiara residents by BBRA

Sharing with you The Minutes of The Security Dialog among Kiara residents organised by BBRA(in briefs).

On 28th August,2011 (Sunday), BBRA organised a Security dialogue among Kiara residents at the Multipurpose Hall of TMO at 3pm. The agenda of the dialogue was - "To collectively discuss and agree on the options for crime prevention based on the recent house break-ins in Kiara and Bandar Botanic as a whole."
At the dialogue, BBRA committee member Mr Melvin took charge and there was a good response among Kiara residents. Many took the oportunity to air their opinions, especially from the crime victims.
BBRA Jacob Thomas arranged mineral waters and collect subscription dues. BBRA Kalai arrange the sound system. Other committee members from other phases were also present.

Measures discussed by Mr Melvn and the residents together were Night patrolling, car stickers, fixing back lane with grill gate, boom gate,use emergency numbers to report crime, switch on back lane light at night, use photo sensor for auto switch off in day tme, clear letterbox always, ask paper vendor to leave newspapers in letter box, activate alarm when you suspect/hear strange voices especially at night, etc.

One important issue discussed was the importance of increasing the membership of BBRA basing on the principle of "UNITY IS STRENGTH".

Unless and until the residents united and work collectively for their own security around, nobody else is able to help us out. We, the BBRA therefore seeks the residents to change that impression, by giving their co-operations and joining the BBRA, to show that ‘UNITY IS STRENGTH”.

The reason is in the past BBRA with the help of a BBRA Security Sub-Commuttee Group has finalised a security contract for security provider, but was temporary put on hold because the BBRA have only a total of 450+ members, where the actual residents in BB are more than 3000. Unless and until the residents united and work collectively for their own security around, nobody else is able to help us out. We, the BBRA seeks the residents to change that impression, by joining the BBRA.

The following is an extract from the Minutes of the Un-Official Meeting between Mr Chuah and Mr Venut, in the presence of BBRA's Kiara Representative Mr Choo Keang Wooi and a some residents.

A series of Buglaries and thefts happened in Kiara and Angsana, lately. Despite the monthly subscription security fee, a deep concern of current security level is being questioned around the neighbourhood. Hence, an unofficial meeting-up between some residents and Sentral Security was requested and held.

Date: 17th April 2010
Venue: Resident's house in Kiara

Highlights

1) Resident highlighted of vandalism and illegal fishing at Botanic Park. Hand railings were broken, playground equipment was damaged, etc. It is seen these activities were done by strangers from external (non-Botanic residents).

2) Sentral Security proposed a fenced-up idea around Kiara. This is to reduce exposure and restrict entrance to ease of security control. However, this requires approval from MPK whereby a minimum 80% consent and agreement from the local residents is rewquired.

3) Sentral Security informed that buglar could be a resident staying in Botanic. He also highlighted a suspicious case to one of the house in Angsana possesses burglar's tools. Pictures were obtained.

4) Sentral Security is seeking to have an agreement with BBRA to have a better cooperation in security operation.

5) It is informed that the number of foreigners are increasing in Kiara and Angsana.

6) Residents complained about the followings:
a) inefficiency of guards - sleeping, lack of controls, monitoring and alertness.
b) inconsistency of manning - frequent shortage of guards, high turnover, etc
c) basic guarding know-how - refresher training is required, effective Standard Operating Procedure (SOP) is seen necessary and understood by guards.
d) guarding tools - malfunction of walkie-talkie(at Kiara), spoilt CCTV monitor(Kiara),
e) lack of communication between guards - only one walkie-talkie available per phase which could lead to communication issue among guards during emergency/patroling.

7) Sentral Security highlighted issue of not getting the basic needs - provision of electricity and water supply to the guard house.

8) Resident asked for the provision of logbook to every lorong for guard to record during patroling.

10. It was informed that BBRA's AGM will be held tentatively May 2010. An interactive session between BBRA members, Sentral Security and residents will be taking place that day.

Recently on 18th March, 2010, I received an sms saying that “there was a car break in reported in Bungor on Tuesday night and 3 cars parked outside at jalan Bungor 5, 6 & 9 respectively are involved. The owners lost valuables and reported to Police. Please be alert.”

I have checked with the KKS Security and they confirmed that is correct. However, they have reimbursed the loss to two of the car owners who are KKS paying members only. The other car owner was not given any reimbursement as he is not currently a paying member.

The point here is not to ‘cry over spill milk’ and not to question the professionalism of the KKS home guards. The purpose here is to find further ways in which how the residents can further assist the home guards to improve in their duty. Perhaps you have certain useful points which the KKS security has overlooked. By bring out these points, they can study and implement it.

Jockey slashed in early morning attack

KUALA LUMPUR: Two parang-wielding men slashed a jockey when he arrived for work at the Selangor Turf Club (STC) in Sungei Besi here.
Vellaikannu Palanisamy, 41, was just getting out of his car when the incident took place at the car park at about 6.30am yesterday.
He blocked the blow towards his head with his left arm and, as a result, suffered a cut on his elbow.
He was admitted to a private hospital here where he is recuperating.
The club has lodged a police report.
“It happened so fast and it was still very dark at that time. I think there were three of them.
“One was waiting in the car and the other two, both armed with sharp objects, went charging at him once he got out of his car,” said one witness in an inquiry at the STC after the incident.
Married with two children, Vellaikannu had just resumed riding after suffering an injury from a fall while riding a horse called Victory Star here early this month.
The last time he was on the winner’s podium was when he partnered Consong to win a RM35,000 race for maiden horses over 1,200m in Ipoh last month.
The year 2006 was probably Vellaikannu’s best. He won the RM250,000 Astro Wah Lai Toi Charity Cup via Fast Flying in Ipoh and the RM150,000 Penang Turf Club Anniversary Cup on China Rock.
The attack is the third on members of the racing fraternity this year.
In April, Malayan Racing Association deputy chief stipendiary steward Soo Lai Kwok suffered a fractured arm and leg when he was ambushed by eight people after he had stopped for lunch at Bukit Tambun in Penang.
Four months earlier in January, Soo’s boss David McGillivray had his left arm almost severed in a brutal attack outside a popular Indian restaurant in Ipoh.

Snatch theft victim mourns loss of a friend

JOHOR BARU: Both Kamurummisah Mohd Kassim and R. Prathiraj have known each other since primary school and even worked at the same fast food outlet in Singapore.
Days after Prathiraj died in a snatch-theft attempt, the 24-year-old waitress is finding it hard to deal with her loss.
“I still cannot accept the fact that my good friend is no longer alive. He was a very quiet person, who avoided getting into trouble,” she said of her friend.
Kamurummisah said she and Prathiraj were on their way home on a motorcycle after work at a McDonald’s outlet when the incident occurred at 6.30am along Jalan Bakar Batu here on Aug 15.

“I have been working there for more than two years. But it was the first time I accepted a lift from him because his friend who usually followed him to work had called in sick,” she said when met at home in Masai recently.
Kamurummisah said they had just turned off at a traffic lights junction when two men on a motorcycle appeared beside them and tried to snatch her bag from the front basket.
She said Prathiraj refused to let go of the bag and instead, tried to catch up with the culprits when one of them kicked at their motorcycle.
“He managed to control his motorcyle from falling onto the road but lost control of it and rammed into a tree.
“I freed myself and tried to revive Prathiraj but he was motionless with blood around his eyes and nose,” she said, adding that passers-by later called for an ambulance.
Prathiraj died of head injuries at the Sultanah Aminah Hospital at 10.20am the following day.
Kamurummisah, who suffered from a broken hand, leg and bruises to her face, described her experience as a nightmare.
“Everything happened so fast. I hope the police will catch those responsible as many people have become victims of snatch thefts. This is the first time I have been involved in one,” she said.
Johor Baru (South) OCPD Asst Comm Zainuddin Yaacob said police were conducting operations to nab the suspected snatch thieves and urged those with information to contact the hotline at 07-221-2999.

Battling street crimes is now a priority of the present government. It aims to reduce the incidence of such cases by 20% by the end of next year. Street crimes cause trauma and prolonged fear among the community. Snatch theft, robbery accounts to 72% of crime in the country. The RELA would be given training. Police stations and facilities will be upgraded. The number of close circuit TV cameras will be increased. This is the promise of the present Government. Crime and corruptions are always a major concern of all the people. The people are more concerned about street crimes.

Street Crime is becoming more prevalent as we read in our newspaper daily. Thinking it can only happen to others and not doing anything to prepare yourself is a fallacy. The secret is to make your-self less of a target and to observe ‘safeguards tips’ on how to protect yourself, which may even save your life. We can protect ourselves by being more aware of our surroundings and by being the eyes and the ears of the police.

Crime prevention tips

1) Do not put up a fight with a snatch thief. The person may be armed and dangerous, thus putting your life at risk. However, do take down the vehicle’s registration plate and report to the police immediately.
2) Do not display your possession in public.
3) Keep a close lookout for your belongings.
4) Do not leave valuable in your car example laptop. There are special electronic device which can trace electronic equipments in cars.
5) Sent your sms to 32728 if you witness a crime or notice something suspicious. The police will be informed immediately.
6) Avoid walking alone at night or early morning unless absolutely necessary.
7) Keep to well it commonly travelled routes.
8) Avoid shortcuts and dark, isolated areas.
9) Walk purposefully, know where you are going, project a no-nonsense image.
10) Avoid potentially dangerous situation.
11) If you feel threatened, cross the street, locate an emergency phone or enter a store or place of business even if you have just left it.
12) Have your door keys ready; carry them in your pockets nut buried in a purse.
13) Do not put your address on your key ring.
14) Call police to report suspicious person or activity in or around your neighborhood.
15) Instead of carrying large sum of cash use a charge card. Some charge cards insure property purchased against loss, theft or damage.
16) If you find yourself in immediate danger, stay calm and get away at the first opportunity.

BBRA have received an email from a resident from advising of an attempted break-in in one of the houses in Cassia Phase. The following is his email for your information.

Dear BBRA,
Just for information .I received word from a colleague who is staying in Cassia phase. Last Sunday evening, around 7pm, the corner house opposite 99 Speedmart had an attempted burglary. The thief or thieves had already pried the outer wooden door, and even opened the lock to the inside grill. However, they had underestimated the owner as once they pushed and opened the grill door, the magnetic sensor for the alarm triggered. In shock and panic the thief or thieves fled the scene by running towards their getaway car, which was parked at the main road. My friend who is the immediate neighbor or opposite neighbor had his dogs barking and they informed the owner of the incident after a survey. I understand that as nothing was stolen, no police report was made. Regards.

Kindly give them your fullest co operations by switching on your back lane’s lights and clear all materials blocking their way of passage.

Re: SECURITY PATROL AT THE BACK LANES(NIGHT)

We need you to turn on the light as it is very dark and please help us to clear the nails, left over sand, wood and other materials used during your renovation.

Our guards have in many occasions fell and injured themselves during the back lane patrols at night, that’s the reason why we stop patrolling the back lanes at night. We kindly request this small favour from the residents in order to provide better security services at Bandar Botanic.

Residents whom are having functions are advised to designate parking are for their guest so that vehicles would not be blocking the road and other resident’s houses. Please do call us to inform about your functions as you will be having guest from outside the neighbourhood.

85% approval needed before implementation

With regards to an article posted at The Star Online last Saturday, it would seem that the plight of converting an open community to a gated & guarded scheme would require the combined determination and will of the community if it were to achieve the target of having 85% of total residents' signatures. Is it an uphill battle?

USJ11/4 folk discuss gated & guarded scheme

RESIDENTS of USJ11/4 got together recently to discuss and provide feedback on the need to implement the gated and guarded (G&G) scheme in their neighbourhood.

The forum was also aimed at addressing security issues and registering residents to secure the 85% agreement needed to implement the scheme, as well as introducing the newly elected USJ11/4 residents association (RA) pro-tem committee members.

USJ11/4 RA pro-tem chairman Raymond Sudo highlighted the need to implement the G&G programme to address the high crime rate in USJ Subang Jaya.

“Within 40 days, we managed to collect 545 consent forms, which represents 76% of the homes here,” Sudo said, adding that there were more than 700 homes in USJ11/4.

A committee member from the USJ11/3 RA shared how they had set up the G&G scheme in their neighbourhood, and how it had transformed the community from a crime hotspot to a place with nearly zero crime.

USJ8 police station officer-in-charge Chief Inspector Loi Yew Lik admitted that the police had their own shortcomings.

“There are an estimated 300,000 residents in USJ alone, and 100 men in blue at the USJ8 police station.

“This works out to a 1:3,000 ratio, whereas the international standard is 1:300.

“House break-ins, car thefts and snatch thefts are the most common crimes in USJ, which can be addressed by the G&G programme,” Loi said.

He also advised residents not to hesitate to contact him or the USJ8 police station if they came across suspicious characters, and to get to know their neighbours.

Subang Jaya assemblyman Hannah Yeoh outlined the technicalities and difficulties related to the G&G scheme.

“There is a need for the Selangor government to review the law, because the present laws clearly state that barricading roads or obstructing traffic is illegal.

“Because of the rising crime rate, the G&G scheme has become very popular, hence the need to regulate this carefully,” she said.

Yeoh said she had called for a review of the G&G guidelines that were proposed by the Selangor Housing Board (Lembaga Perumahan Selangor) during the previous state government’s administration.

“Does the 85% agreement involve houseowners or tenants? Meanwhile, the location and size of the guardhouse must be have proper approvals,” she said.

“The appointed security company must be registered with the Home Ministry. Utility companies like Alam Flora must be free to conduct their maintenance work.

“I understand that the barricades must come down from midnight to 6am, but crime happens most often during the daytime in USJ.”

Yeoh stressed that the issue of security came under the police’s jurisdiction, which fell under the Home Ministry, a Federal agency.

“It is crucial for the local council to have an emergency meeting with the Selangor Chief Police Officer and Housing Board to iron out the details about the G&G scheme.

“The G&G scheme is just a short-term measure to give the police sufficient time (of about five years) to improve the police force, and security and safety of the country.”

Yeoh said the success of the G&G programme depended largely on the residents.

“The benefits do not just involve security; you will find people coming together more often for healthy community activities,” she said.

USJ 11/4 residents who were present at the forum were urged to inform their neighbours and get them to sign up for the G&G programme.

Disturbing the Peace – BB Police Swift Response.

Don't you disorderly people get that we don't NEED ILLEGAL INVADERS that come to our Bandar Botanic homes to violate our laws, breathe our air, drink our water, take our resources and occupy our lovely garden and causing disorderly conduct . Disgusting, shameful, despicable and highly barbaric. Yes, these are the words I would use to describe those alien outside people. Is this what their parents preach? It is another example of how arrogant and without reason these people are.

What we do need are people who come here, contribute and assimilate to our Society and become upstanding citizens.

Gone were the days where people had uttermost respect for the elders.

Gone were the days when people acknowledged the old and the fragile and gave them space to rest.

A few days ago on 19th June,09 , almost midnight(Friday) some vehicles of young girls and boys school students assaulted our Bandar botanic gardens and drove their cars after cars right into the badminton court to have BBQ party and loud Music near the homes.
These outsiders’ aliens did not get permission or authorization from the Residents Association but just assume that they can just come in and disturb the peace in the middle of the night.
Some worried residents called me and indicating their outrage at their act.
The resident friend, who called me, would be among the first to stand by my side to help protect this, his adopted garden, in the event of a disturbance by ILLEGAL INVADERS, that is the kind of guy he is. His sms to me was urgent. His second sms signaled more cars driving in. I contact the President of the BBRA, who informed the police.

Saturday, June 20, 2009 12:55 AM/ e-mail.

Dear all,
I received SMS from Mr A at 10.30 pm today(19-6-09) informing about a group of non resident gathering and also driving their car to the badminton court.
Immediately I called Koperal Awie from pondok polis BB to investigate the matters. He is not available becoz doing his 'Operasi' in Sentosa but promised to send his men to the site immediately. Less than 15 minutes he called me to informed that the group consist of young boys and girls from the school nearby and having bbq. they were given warnings about driving the car into the green area and also asked to stop all activities by 12 midnight.
At 11pm, I went to the site to do my own checking. The car has been moved back to roadside and the group consist of boys and girls of Indians and Chinese are still having their bbq party.
At 11.50pm, Koperal Awie called me again to say that he already arrived at the site and giving the group 10 more minutes to move out from the area.

I was really impressed by the prompt action by him and the team. I believe many of us can do the same by directly calling them. By fostering good relationship with them, we would be living in a better place.

Thanks again to Mr A and his 'BB neighbour' and also bravo to our pondok Polis BB team.

Dear Residents,

CRIME WATCH - SUSPICIOUS SLOW MOVING CAR AROUND NEIGHBOURHOOD of Jenaris Precint, of Bandar Botanic.

The Truth.
This morning my lovely neighbours looks out of their window and saw a modified white car moving very slowing around the neighbourhood Jenaris Precint around 9.30am (Saturday 16th May,09) and immediately sms to me:

"Pls contact botanic guard or whoever, to inform one modified car, white colour, number AAA XXXX or XXXX. This car keep surrounding our housing area with a super slow speed. Be alert of this car who surrounding around."

I immediately contact Kawalan Keselamatan Sentral, as well as my bosses in the BBRA (The President and Vice President & Other Committee members). Then I took a drive back home from my office and wrote out the suspected car's registration number on pieces of papers and passed to the guards at the Jenaris and Angsana Precint. Already the guards told me they have received the numbers via Walkie Talkie from their Center, and have already sent their fellow members to rounds all the areas. Even one guard (on his rounds signing the Clock in Book at another resident's house) which I stopped to pass on the information, told me that this should be the correct way. All residents must be alert and proactive to inform them of anything suspicious. They need residents support and information too and fast. He thank me for informing him. He says he is already aware with calls from his HQ.

Later my BBRA Vice President Jacob Mathews inform me at about 11.50pm that the KKS Mr Veera have located the suspected car and is found to belong to a resident of Bandar Botanic. He then told me to ignore the alert, but continue vigilant for suspicious car moving in Bandar Botanic.

It is a Wild Goose Chase after all - but how are we to know it is another resident's car and why it is slowly circulating around our houses behaving very suspiciously. Is it possible that a thief could have stolen a neighbour's car? Or is it possible that all of a sudden after all these years, the residents suddenly wants to admire the other residents' houses. Crazy isn't. With all these houses break-ins recently, residents like us are apprehensive and fearful of strangers.

Personally, I have also sms a number of other residents around my areas as well as other Precints areas to inform their family to be alert.

I would consider this exercise "not a waste" as it serves to reminds us continue to be alert at all times not only for ourselves but also to our good and silent neighbours near and far.

Conclusion:
I would like to advise all residents to be alert for suspicious cars like the case above. Do not care whether they are the real thieves or not, just call the Kawalan Keselamatan Sentral or BBRA Committees or the police and they will responds fast. In my case I call KKS and BBRA. The BBRA immediately also called KKS and the Police. You will not accuse of giving false information as it is an alert and you are doing your duty as a responsible resident. I believe the BBRA will support you and back you all the way. Give the KKS and the police some work. They loves catching the thieves. It's their duty.

Case I
House Broken in: Bungor Phase
Date: Sunday 26th April,2009
Time: 4pm
Nature of Crime:
2-3 thieves tied the owner when he return back home. The owner lost a Laptop, Play Station, money etc. This is 6th or 7th break in Bungor area. Please ask our residents around to be more alert.

Case II
House Broken in: Jenaris Phase (Jalan Jenaris 8)
Date: Sunday 3rd May,2009
Time: 1pm
Nature of Crime:
2-3 thieves broke into the house when the owner was not in. The owner lost 2 TV, money, etc. This is the 2nd break in Jenaris 8 alone. Please ask our residents around to be more alert.

It looks like PDRM at the new Police Pondok in Bandar Botanic is very keen to work with communities and RAs to resolve the crimes around. Our residents must be together in facing the crime issues in Bandar Botanic.

at the Bandar Botanic Open Dialogue between the Police and residents of Bandar Botanic on 24th April,2009 at Town Hall, at 8.30pm.

Heavy vehicles parked indiscriminately at homes.
Heavy vehicles parked indiscriminately at highways.
Polis Pondok fencings to be partially opened up within a month.
Police to work alongside MPK Enforcing units to bring peace ar the lake.
Drugs and gangsters cases can be reported at the police pondok.
